Congress is a joke, they do nothing for the country, as a matter of fact congress and the president whoever it is is a joke along with the rest of them. They are only interested in getting elected and staying in office. The hell with the needs of the country.

Typical right-wing meme --- they dropped just enough words from that actual quote to completely distort the meaning. Suffice to say, it combines two different statements by her: one about people mocking congress online, and one about a completely different group -- which is breaking existing laws -- which should be prosecuted.
