There are cities that are still working on separating their storm drain sewers and waste sewers because they were combined back in the day.

Sounds like the way to go. I think many cities route the storm water into the treatment plants if they have the capacity available.

I think it might be more of a case of removing the sewage from the storm water lines.
Storm water volume would be way to great to process it in a treatment plant.

All the storm drains in my area are marked "Drains to the Chesapeake Bay" No way a treatment could handle all of the runoff. It either runs into a stream or into the drain.

They are starting to mark storm drains all over the states with placards that indicate no dumping as it drains into a waterway.
