What is this that came with my new D850.

You are correct. They were outlawed. But women loved them so much for other uses that they were brought back. Most of the time they can be seen on the top of an ironing board holding the electrical cord to the iron to keep it out of the way.

So if I didn't emphasize while, you would have left it alone?
Waist time remembering the past? I'm lucky if I can remember what I had for lunch yesterday.
That was something I happened to remember because it looked so strange at the time.
Not defensive, just tit-for tat maybe?

It to help keep the HDMI and USB cable plugs in the camera's jacks. One part screws into the camera. The other goes on the the cable(s), which makes it easier for temporary removal.

What does it screw into? Is there a threaded hole?

There is a threaded hole in the camera next to the USB3 jack. The hole by the HDMI jack is to stabilize the cable holder.

They are useless pieces of plastic for which Nikon charged you $150. I now have two sets of these pieces of plastic that I will make available to any UHH member for $75. PM me if you are interested.

As some have stated, it is the HDMI/USB Cable Clip. I found this PDF online regarding connecting it.

It "useless" only if there are no cables attached when taking photos/movies. I find it very handy to keep cables plugged into the D850. My cable holder was included in my D850 purchase. EBay has new ones for $26. Other cable retainers are $16.95.

I was just going for a little humor Peter. But please do enlighten me. Why would you have cables plugged into you camera when taking photos?
