Here is an article from Dave Cross, The Photoshop Guy.
I'm sharing the following from Dave Cross and he makes a point that this may or may not be true!

Mis-information is out there!
You may have seen articles and discussions recently on social media about Adobe doubling the price of the photography plan on Creative Cloud. There were (are?) a lot of very upset people, but it was unfounded as the information in the articles was, in my opinion, misleading.
The bottom line is, the price is not increasing.
The articles said things like "the $9.99 plan is no longer available on the web site" and "it appears that Adobe is set to double their prices". This was misleading as the $9.99 plan remained available while they "tested" some plans with more cloud storage.
Here's what I was told by one of my contacts at Adobe (quoting from an email):
Q: I see Creative Cloud Photography Plan (20GB) is not available on Adobe.com. What is happening?
A: From time to time, we run tests on Adobe.com which cover a range of items, including plan options that may or may not be presented to all visitors to Adobe.com. We are currently running a number of tests on Adobe.com.
Q: Is this plan still available for purchase?
A: Yes, the plan is still available for purchase from Adobe during this test.
Q: How does one buy this plan?
A: The plan can be purchased at
http://www.adobe.com/go/photo18sptst, via phone at 1-800-585-0774 or via major retailers.
Q: Will Creative Cloud Photography Plan (20GB) be available into the future?
A: We don’t comment on future products or plans.
That's the official word. Adobe never "officially" comments about future plans since they are a public traded company. However I was told by people from the Photoshop team - and there was at least one Facebook comment that said the same thing - that there are no plans to increase the pricing for the Creative Cloud Photography Plan ($9.99/month).
Of course that could change down the road. If you ask me, I think it's unlikely after the outcry caused by these articles. Having said that, new Creative Cloud customers may be priced differently than renewing customers? (That's me speculating again)
I'm not always the biggest fan of some of the decisions made by Adobe, and this "testing" certainly doesn't seem like the brightest idea they've ever had. But I do feel that people were jumping to conclusions without all the facts at hand.
Hopefully this helps to clarify the situation.
Have a great rest-of-the-weekend.
