Go to https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/photos.html

They have a photo tool which will easily size the photo and head size correctly.

But with PS, it can be trial and error to get the head size right. The State Department photo tool is much easier.

Go to Walgreens! They know what they are doing and have a template they use to get it just right. They had to redo my Wife's photo because she showed too much smile, at no cost to us.

I use Photo Shop by cropping the photo using size of equal sides (I use 2x2) and then add a new blank layer and crop it to 4x6 and I put the cropped onto the picture on top of the blank layer. There are measurements on the side so you can make sure that the passport picture is square 2x2. you can fill in the whole picture with up to 6 pictures and have it printed. Hope this helps

Lol! Passport photos are NOT supposed to be perfect. It should be slightly worse than the one on your driver’s license.

They aren't SUPPOSED to be bad, they just usually are. A good reason to shoot one yourself if you have reasonable photo skills. You can retake it as many times as possible to get one you like. Just pay close attention to the State Department requirements, and use their photo tool to size it correctly for printing.

I've tried that and its a lot of work. After taking some photos, resizing, printing, cutting to the 2x2 size and then wondering if it was aligned right, I didn't want to take the chance screwing it up and have my passport renewal rejected because my photo was 1/16" off or something like that. Costco charges $4.99 and has them ready within minutes. You can't even buy decent photo paper for that price.

I have done it a couple times, in much less time than it would take to go to Costco and back. And no worry about the size being correct using the State Department photo tool.

When you apply at the post office the clerk can do the photo on the spot.
