Perhaps. It would depend on the elapsed time between photos. Apparently, they stayed afloat for that long.

Looks like a picture of 3 ducks. The one in front has its head tucked down so you can't see it.

I guess you are correct. The head is tucked down so far I can't see anything at all but the two ducks in the two photos that look identical.
