Unfair Charge in Soccer

This match is Adult Amateur Division One.
The Laws of the Game define that a fair charge requires that both players have at least one foot on the ground, shoulder to shoulder, and without excessive force. An unfair charge in the penalty area should result in a penalty kick from the spot. Obviously the referee who can be seen in the background just outside the penalty area disagrees with the Laws of the Game because he did not call the foul. The assistant referee (linesman) was out of photos on the left and he did not signal the foul either.
