It's a mutually agreed-upon arrangement: we agree to keep the litterbox clean and the cat agrees to only use the litterbox. It works for us...

Several good reasons here not to have a cat. Another good reason is that they kill a lot of birds. Another reason would be their "staff" let them run loose, coming in my yard and using it as a litter box. If course the "staff" doesn't come by to clean it up.

My cats stay in the house. I do feed some feral ones outdoors, but I don't claim them as mine.

You certainly can't blame the cat for following their instincts. Blame the owner who is irresponsible enough to let the cat roam around outside unattended.
