Everything: lighting, focus, background, being level. What would make it better would be careful pre-planning and the use of a real camera on a tripod.

Not sure what the white dots are? The expression is not quite a smile and not quite a look of defiance and either one work. Just burn down the background to hold everything together. If you did all these I would love it because it would be my picture and not yours. Take everything said, think about it, and then make your own picture--you know what you want to say and we only guess..

The thing that would make the most improvement would be to unclutter the background, use more light on the subject, and use a real camera that focus's better than a phone. You could always put yourself in front of a better background with less clutter or no clutter, then use a selfy stick. Get a work light from home depot and shine it on yourself for better lighting. This is a low priced way to light a subject.
