My video card is about 5 years old. I updated the driver and it has the 4GB. Still doesn't work.

MMatt Kloskowski did a YouTube demonstration. Even if it worked well, I don't think I would ever use it!

https://www.youtube.com/watch?v=LnHmiJc_b1w

I was a little surprised that Matt seemed so negative about it. I have tried it on a couple of images and I see a very small, but noticeable improvement when the image is tightly cropped. It certainly won't be part of my normal workflow, but for the few images that are really cropped, or printed large (or both) every little bit of help is appreciated. Note also that it will not work on tiff images.

As for potential performance issues, I have an i7 9700K and an overclocked Nvidia GTX1060 with 6GB of memory. LR estimated ~9 seconds to create the enhanced dng file, but it only seemed to take half that time.

Good that it works on your machine. Mine not! And, I'm not alone if you look at an Adobe forum! https://forums.adobe.com/thread/2594466

Yes, it seems they have unleashed a not ready for prime time feature - at least for those who aren't running the latest hardware.

I put together a new machine in January and everything is very snappy, except for using the Shake Reduction option in the Sharpen Filter in Photoshop. That takes forever to render - to the point I think there must be a Performance setting that I have configured wrong. I hope Adobe finds and fixes the Enhance Details problem quickly, although to be honest, you're not missing much.

My Windows shows as being up to date.Downloaded two updates to Lightroom this morning(2/13/2019). But, when I try to access "Photo Enhance" in the develope module, , a message comes up stating that I need to update to a 2018 windows update or later. Tried several times with no better luck. Does any one have any suggestions?

Go to this web site and get the update assistant:

Good trainers SCRIPT their videos. They don’t do talking head scenes. They narrate detailed visuals of what they are teaching or instructing. Then they edit the visuals tightly to the script. That maintains attention, improves retention, and improves the likelihood you will be able to perform the tasks!

"Does any one have any suggestions?"
First suggestion is that this new "Enhance Details" feature, as good as it sounds, doesn't do much. It might be useful if you make very large prints.

Second suggestion is that you may not really have the "Fall Creator's" version 1809 from October 2019. It is hard to figure out, but Microsoft has started, stopped and slowed down the automatic update process. My wife's computer did it automatically a month ago. Mine insisted it was up to date when it was still on the Spring 2018 version.

If you want to force the update, plan on doing little for a day. Then follow the instructions here: https://support.microsoft.com/en-us/help/4028685/windows-10-get-the-update

Whether or not he scripts his videos, he does know a lot about the Lightroom and Photoshop tools. You can learn a lot from him if you are able to see past the "trees" and pay attention to the "forest". I have learned many things from people who would never be considered articulate but they knew what they were doing and I paid attention to that, not their delivery

That said, I've purchased a couple of his courses. They've been good for me as I've learned a lot. This short clip of his explaining the new "Enhance Details" feature did ramble a bit, but it was effective at showing what the new feature does and, more importantly, doesn't do. And, it is 9 minutes long. Maybe not well known is that any YouTube can be played at double speed that retains understandable dialog.

I am using a MacBook Pro Apple and downloaded the new LR version yesterday. I tried the enhanced feature on one photo from my Fuji RAW files and it did make a substantial difference compared to the photo without the enhancement. However, it took almost 3 minutes for the enhancement to complete which would not be acceptable if that time is normal. I did not try any more so I can't say if that is normal or not. I also compared the enhanced photo with a photo edited in Capture One which is my go to program today and it comes close to the C1 but not quite up to what I can get using C1 with Fuji.

I had my computer check for updates and per the Update settings did all of the available updates for Windows and then tried the new LR feature. It said that I needed to update Windows to the Aug 2018 version. I thought I just had so I did some checking and found that I must do a manual update to that version. So I tried yesterday but was having trouble with my internet speeds and my connection so I am downloading and updating this morning. After I get back from breakfast it should be updated. Will let you know what I think after that.

I think you're right about not ready for prime time. When I tried yesterday I wasn't impressed with the results. I decided to give it another shot today. The first time(s) I tried, it failed for "unknown error". So I restarted PS and tried again. This time it completed but the image was all black.

A point of interest: while the program was running CPU use was minimal <2% but the GPU was constantly at or near 100%

"This time it completed but the image was all black."

Me too. There is a topic on Adobe's Lightroom forum suggesting that the black image might be common. Replies, so far, are about GPU drivers.
