"Slide show" recommendations

FastStone Image Viewer is free and makes slide shows simple. You have the option for dozens of transitions.
Viewing a temporary slide show in a folder means typing "S" then hitting enter. Creating a more permanent one that will contain whatever you want in a specific order means selecting Slide Show from the Create tab.
Simple.

Same here. I've been using Powerpoint for slide shows since just about the time that Powerpoint was released to the masses.

Use a video editing tool that will turn still images into video clips. I've used iMovie on the Mac to do that for over a decade. Most decent video editing software for Windows can be used, too.

PowerPoint can be turned into a slide show tool if you turn off that stupid outliner. (Read, "The Presentation Secrets of Steve Jobs" by Carmine Gallo to understand why the outliner is stoooopeed.)

FileMaker Pro database can be used to craft a multi-image slide show solution.

Of course, then there is the ubiquitous solution, ProShow/ProShow Producer/ProShow Gold/ProShow Web...

Adobe Lightroom Classic CC 2019 has a slide show module built right into it.

On a Mac, Thorsten Lemke's shareware, Graphic Converter X, has an EXCELLENT slide show module.

All that said, my absolute favorite is a video editor such as iMovie or Final Cut Pro X 10.4. Adobe Premiere Pro probably works just as well, if you know it.

FastStone is an excellent/free program. I do make an annual contribution.

The problem you are having is consistent with many programs on trying to drop a continuous naming sequence into slide presentation programs. It was a problem on ProShow Gold early on, Or I would refer you to Proshow Gold also as the best. I finally figured it out, but it took help from PSGold support which is SUPERB. You are likely to find this problem exists on all programs when you try them. Sequential naming protocols are a huge PITA and you may need to individually renumber or rename. Don't blame Windows for this problem. It's a digital storage nightmare in all OS and program formats.

30 years here of teaching operating systems and program software in Community college adult ed classes

That's precisely why I prefer using a video editor to make slide shows. I can import a batch of images, then drag them to the timeline in any order I choose, make each one an exact number of frames long to fit narration and/or music, create a multi-track sound track, use various fades and other video effects, add titles and graphics, include real video clips, etc. ad nauseam. (It's how ad agencies do modern TV commercial advertising production when they need to include stills. Check out Rooms to Go spots, for a good example.

I have used Nikon Image Space (formerly Nikon My Picturetown) (https://www.nikonimagespace.com/) for years and it works great. The price is right too...it's free. It includes 2GB of storage, and if you have any Nikon product that you can register, it includes 40GB...free. Also, it makes sharing links to your pictures over the internet seamless.

Don't laugh but - I use a very old piece of software called DijiAlbum

that does what you want (has a "story board" sequence editor) and many other neat things like voice annotations for each slide.

I use it to make training videos - self playing or manual advance.

I haven't found anything else that allows the slide by slide annotations - ALTHOUGH I am checking out the latest version of Ashampoo burning studio since their description looks like maybe it might - don't know about its sequence editing.

Thank you BP...nice to know what you do, and can understand the dragging of photos on the time line. Overcomes the problem with the sequential name limitation used by many program, and particularly trying to use the OS to source the images.

I was a multi-image producer back in the 1980s. I had 15 slide projectors controlled by a ClearLight SuperStar system. That system could multitask (via time slicing), and could synchronize any slide change or auxiliary on-off event to .01 second. It was a mostly analog, digitally controlled but electro-mechanical house of cards! We drove the system from a TASCAM 3440 reel-to-reel tape deck.

I would much rather do most of the same things on a Mac in Final Cut Pro X, GarageBand, and the Adobe Photography apps. 4K video is phenomenal, and MUCH more efficient than processing film, registering projectors, mounting slides, splicing audio tape, and using arcane commands to program a show. Plus, the show can be played anywhere, without a truckload of hardware and two roadies to set it up. And the ability to mix text, graphics, video, audio, and stills with music and narration, is wonderful.

The posters concern is very understandable as I recently had the same problem with the windows slideshow maker. My workaround was to label each slide by group....then a number (work 1, 2, etc). When importing to the slideshow program, they were imported by category in the desired sequence. With 80 photos, it was time consuming. There is a trial version of Pro Show with a 15-day use limit. Good luck with your project.

It is very easy to reorder slides in Pro Show Gold. Lots of options.
