And just what is a tiff, bmp, jpg and the rest?

Your camera is digital, therefore whatever it records is simply
a string of 1's and 0's. Those need to be stored somewhere and your computer makes them into a photo. Those three letter things are all file formats for computers. Some are lossy, others preserve ever little bit of the info.

This year my new years resolution was to try RAW.I set my image quality to NEF(RAW) on my Nikon D7200 and took a picture.I then down loaded it to my photo shop elements 10.i used a card reader like i always do and when done it said no image was downloaded. What am i doing wrong?

It seems like handling RAW with PSE is a variable problem. My PSE ver. 12 handled RAW from the D5300 and Df for quite a while and then quit. I didn't do anything to PSE 12 nor did I upload camera software in the meantime that I can recall. I ended up buying PSE 18 on EBay and it handles my RAW images so far. What I do is shoot RAW and JPEG and then selectively choose which few RAW images deserve the work I want to work with RAW. The rest reside as JPEG for sharing etc.

RAW is not an image, it's the binary data that's used to create a digital image...you will need to find a RAW converter that will translate that data and create an image for you. The s/w that came with your camera from Nikon might be able to do that for you, or try to find one that does. I'm sure the folks here on UHH will give you some ideas of what you can get :)
I beg to differ with that. A RAW file is an encoded digital image. So is a JPEG, a TIFF and anything else that represents an image, even a file yhaaaaat is sent to the printer (device, not service). It is like languages - there are many representations of the same thing. I wish people would get the idea that a RAW file is not a digital image.

RAW files is a record of the uncompressed "data" that comes off the camera's sensor. It contains the pixel information that is needed to create a viewable image and also the "side car" metadata or EXIF information. From this data, the RAW converters can create and produce a viewable image such as a JPEG or TIFF. The image you see on your LCD screen when shooting RAW is a converted and compressed image that has been done in camera.
So, RAW is a collection of data that is used and needed to make a viewable image, somewhat analogous to a film negative. Being that the photons data that comes off the sensor are grayscale, additional filtering is used and needed to create a color image.
