The Best camera for Beginners? My Humble Opinion: Nikon D70 (or the Canon/Pentax/whatever equivalent, just something low-end DSLR and used) and a 35mm F 1.8 lens (because of the crop factor being close to a 50mm equiv.). NO zoom lens. No gadgets.
Use that for a year or two. Learn Composition, Lighting, Etc (all the Basic stuff we all forget about).....
After a period of time, find what YOUR limitations are and proceed to spend $$$$!
- And yes, NO PERSON that I know of, that I have ever explained this to, have ever used that advice that THEY ASKED ME for!! ...... Whooohoo! Happy New year for 2019!!

I think the best camera for a beginner is the one that suits the individual's perceived needs, and offers simplicity of use yet has all the controls and shooting modes to accomodate learning. It doesn't really matter whether it's a DSLR, mirrorless, bridge or compact camera, so long as it does what the individual wants it to do. The DSLR has, for a long time, been the go-to camera to learn on, and many just stick with that type of camera. Mirrorless technology has advanced to the point that a mirrorless camera can make for a good beginner's camera, as well. In the end, the best camera for a beginner is the one that that person likes and feels comfortable using. Just my humble opinion.
