LR Classic CC - Library module - setting order

I was building a web gallery from some selected images (I rated the desired images with 2 stars and filtered to show only that rating to get the group of 44 I was looking to put into a web gallery).

I wanted to change the order of the images, and so in the matrix view of the library module moved (or at least attempted to move) various images ahead of or behind others. Sometimes it worked, but other times the image remained in its initial spot when I released the mouse.

I finally realized i was somehow inadvertently stacking some images (which I did not want to do, so finally found the unstack all menu item. Still, I gre frustrated after still not being able to move things precisely where I wanted them before going to the web module to create a gallery.

So the entire issue of why LR won't let me change the order of images by click-and-drag is one thing. But the reason I am writing this is that now, having created the web gallery and uploading it, back in the library view I turned the filters off altogether and then ensured the sort order was set to "capture time", yet the images still appear in the out-of-order sequence I put them into previously, and I cannot see how to get them back to the default sort of time captured (or, equivalently, image name since I rename images based on their EXIF date data). I have quit and restarted LR multiple times to no avail, and at this point am at a loss. Is it just a bug?

Oh, this is running on Mac OSX 10.13.6 High Sierra.

TIA for anyone who can help

This is what the book says in two places:

First:
" Arrange the photo order.

Switch to the Web module. The photos you selected appear in both the Filmstrip and in the work area in the center of the Web module.

If your source photos are in a collection or a folder that doesn't contain any subfolders, drag photos in the Filmstrip to rearrange them in the order that you want them to appear in the gallery."

Second:
"Rearrange web gallery photo order

If the source for your web photo gallery is a collection or a folder that does not contain subfolders, you can manually rearrange the photos in the gallery.

In the Web module, drag photos in the Filmstrip to rearrange them."

Well thanks for trying, but the issue at this point is now that I have finished the gallery and deselected all the images therein, when I return to the library mode it still will not sort properly according to capture time or filename (which would be the same order anyway). However, if I sort by Added time they do fall into proper order (that is, time sequential order). It's as if LR applied some flag to the images i manually rearranged and will not let that go.

I'm thinking this is a bug, frankly. It makes no rational sense.

If nobody comes up with an answer here, try here: https://forums.adobe.com/community/lightroom/lightroom-classic-cc

It is a question and answer forum like this one, but only Lightroom "geeks" are there.

Create a collection with the 44 selected photos. From the library grid view you should be able to drag and drop to your heart’s content. You can only rearrange in collections.

Thank you - I did not make a collection of those images. But now that I have gotten them out of order, do you have any idea as to how I can revert them to their proper overall order with the rest of the images in that folder?

If you didn’t make a collection, then you should be in the exact same folder as the original import and the shots should be in numerical order the way they were shot. Try View and see what the options there are. You may have renamed the files to attain your goal, or otherwise manipulated them, so I have no idea what you see. I’m on the road without Lightroom access so I can’t help you from there. Next time, collection! Thanks, Bob
