This proverb is quite misleading. In the specific example mentioned, violence is certainly not the answer. It is the conclusion which misleads. For in this world, there are problems which can only be solved by violence. Remember Pearl Harbor and the Alamo.
And the continuing threat of Muslim religious violence targeting Western civilization via an international jihad in the name of Islam. As the answer to this violence, the West must identify, locate, and snuff all Muslim terrorists.
Yes, you peacefully reach down and crush the mosquito

Exactly, using a limited amount of violence to still accomplish death and destruction but without the collateral damage.

A well aimed shot can be just as effective as an air strike in certain instances.

I think you missed the point. Try to solve problems without using violence. "Shoot first and ask questions later" has caused more problems than it has solved. Obviously, we weren't going to sit down and have a discussion with the Japanese after they attacked Pearl Harbor, but not every situation requires a violent response.
"Remember the Maine" sold a lots of newspapers and got a lot of people killed, but that explosion was caused by coal dust. From Hurst's reporter in Cuba, “Everything quiet. There is no trouble here. There will be no war. Wish to return.” In response to Remington’s message, Hearst reportedly replied, “Please remain. You furnish the pictures and I’ll furnish the war.”
And the Crusades, when will it ever stop?

To stand there and try to use a political Détente with the mosquito is useless. A lot of countries tied to appease the mosquito (aka ) Hitler, but just as a mosquito won't listen to you, he didn't either.
While trying to figure out what to do about the mosquito, he sucks your blood dry and leaves his itchy juice behind to go and lay its pesty eggs for further problems in the future. The real question to ask is why was the family jewels exposed for the mosquito in the first place!
And the Spanish Inquisition. Now THAT solved a lot of problems.

Really shouldn't use "he" when referring to biting mosquitoes. The mosquitoes that bite are all female.
Wow, that stirred up a storm. I was merely suggesting there are better ways to resolve problems other than using aggression, violence, hate, fear, and dominance. I know it can only start with me. Otherwise, how about a good game of ping pong (or golf), winner take all? Thanks to all for your comments.
