Modern European designs of pools have their drains (to the filter) higher then the older skimmers so the water is right to the top. You'll see a drain just beyond the edge, by having the water lapping over the top also helps to keep the poolside disenfected too. Of course you need an automatic top up of water too else the level would soon drop...
The picture is fine too, perhaps a slightly earlier shot breaking out of the water surface might have been more dynamic?

Is this a photo forum or a porn site? Photos posted here are done looking for input on the photography aspects. I am sure if you want to see nude photos of women, there are tons of sites around to do that.

It is a good question, I think there can be blurred lines when it comes to female nude photography, whether viewing photographs or taking them, as this is a photographic forum then the focus should really be on the elements of the photograph rather than the physical attributes of the model.
