that trip was canceled due to the weather. Rain forced his helicopter to be grounded and the Secret Service nixed the trip to the cemetery.

While I found it odd that a military helicopter would be grounded by a light rain, I can accept that.

But trying to say that the SS couldn't handle a motorcade in the rain --- while the security forces of the other world leaders apparently had no trouble with it, strains credibility. A far more likely scenario is that the WH needed an excuse and decided to throw the SS under the bus. And since the Secret Service never comments on procedure, they couldn't deny it.
