The are several RAW formats, file extensions, and file extensions are generally caps, so the general term RAW (the replacement, placeholder) should also be in caps....

We don't say I shoot NEF, or ORF, or DCR, etc.we say I shoot RAW....

RAW is a file type - just as .EXE, .DAT, .JPG, .TIF, .PDF so it should be capitalized. The naming has been consistent since UNIX platforms were developed in the '70s.
