Picasa has been replaced by Google Photos:

This will do all those jobs you want.

Snapseed is also free. Has many retouching tools, ranging from 1-click, global to selective areas. You can also define an export size/resolution. I edit my photos and export as 1200 pixels on the long side to make small emails and for social media.

Basics are free, or pay $35/year for a lot of fun:
https://www.befunky.com/

It's an online app so no computer hardware resources needed. To email, use your regular email account. Most have a paperclip icon to click that will open your folders, then just select the image you want to attach. You will need to learn a bit of file management, such as where your photos are stored on your computer (hint: they are not literally in Picasca )

Hi Linda, I have just had a quick play with "befunky" it seems to be quite good on my phone but on my PC the adverts a very intrusive but I would have to seriously consider if it's worth paying almost £30 for the upgrade.

The fee includes a lot of features that might not have been visible to you, including limited ability to work with layers + all kinds of effects and "regular" editing tools. And no ads:
