Recently I was looking for good works stored on my computer. I found a lot of forgotten things, but I came across an incomprehensible problem. When I decided to edit my old photo in .psd format, I saw an error - Photoshop could not open the files in the format "Adobe Photoshop JPEG File". I don't know what I can do about it. I hope that there are options for this.
This may seem like an odd question but can you post the file name for the original? is it a ".JPEG" file? You can also try to open it with a different program and "save as" JPEG or TIFF and try to open it again in Photoshop.

I use a free program called Paint.Net that can easily convert files from one format to another. It's like a Photoshop Lite, and converts the files very well. I have not noticed any loss of resolution. With a 'plugin' I can convert *.pdf files to *.png, for example.

When you look at the file, what's the extension? Is it a PSD file? Or is it a JPEG/JPG?
If it's a PSD, Photoshop should be able to open it... even an old one processed with an earlier version of Photoshop will open, though the newer version of Photoshop might want to "update" it.
PSD is Photoshop's own native file type. I don't understand why you'd get an error message telling you it's a JPEG, unless it's corrupted in some way.
If it's a PSD and you use another software to convert it to a different file type, make it a TIF or TIFF to keep it 16 bit. TIFF also can be saved uncompressed. Don't make it a JPEG (which necessarily is 8 bit and compressed to some extent, essentially "throwing away" some of the data). If it were me, I'd "copy" it or "save as" into a new format (and new name if necessary), in order to not overwrite the original file.
If unsure about it, use Windows Explorer to navigate to the file in its folder and right click on it, to see it's "properties". That should tell you more about it, such as file type, what software was used to create it and when, etc. (This would be the method if using a Windows based machine. If using a Mac, I'm sure it's similar, but don't know the details. It's been a couple decades since I last used a Mac!)

Did you try to open the image directly from your hard drive, or were you choosing "Edit in..." from within LR? Not sure if that would make a difference, but it is worth thinking about.
Someone else mentioned the format of the old photo. Look at the extension and make sure what it is. If it is not what you expected to see, then "export" to your hard drive folder as the format you want it to be. Then go ahead and open it in PS from within LR.
If it is a PSD file, load it as a PSD file, NOT an Adobe Photoshop JPEG File
