It certainly was an extravaganza. But I have a question. If it's body painting, then why all the other things they add to their body?

There was a program on the "Science Channel" on cable TV called "Face Off" which had a group of special-effects competitors making up models for a chosen theme. At the end, their work was judged and one would be eliminated. The makeup and painting shown on the linked site is representative of that program.

The Philly BPD is a "brand extension" of the NYC Body Painting Day, which was last Saturday (July 14th).
