Editing program to work with Lightroom- NOT PS.

Looking for best editing software to learn that works with Lightroom but is not subscrption based, want to own it.
I'm using Luminar 2018 (for Mac) and it works with Lightroom. I cannot say which app is the BEST to work with Lightroom. It would be unfair to say that since those two are the only ones I've used... and there are many other good ones out there. But I would say that Lightroom is superior and Luminar compliments it nicely. The erase tool in Luminar if absolutely super!
That my best answer and I'm sticking to iT!

Do you own LR already? LR is an editing software. What functionality are you looking for via a plug-in?
If you have a copy of LR 6 (the last one) or LR 5 and have the updates (there have not been any since last year - and won't be) the program that will tie in the easiest is PSE (Photo Shop Elements). It has 3 levels of difficulty Quick, Guided, Expert and ties into light room and all the add ons and plug ins that LR and Photo Shop work with.
Current is PSE 2018, under $100. You can also buy an app called "Elements+" for $12 that gives PSE almost all of the features of PS including HDR and Focus Stacking if you chose to learn it all the way through Expert.
The great thing about "Guided" is that you pick from a menu of projects and it then "guides" you through one step at a time so you can learn them and move on to Expert if you wish.

Affinity Photo or Photoshop Elements

Take a look at ON1.
Especially with the 2018.5 updates due shortly! This is about as good as it gets replacing LR with the bonus of layers capability. No catalogue capabilities, but many don't see that as an issue.
Look at Topaz Labs Studio. Does color editing, has layers, and works with the Topaz filter suite. Free to start.

Thank you all- very helpful.
Until I opted for the subscription I was very happy with Lightroom, Photoshop Elements, Premiere Elements and NIK plugins. It is a very cost effective ("cheap") and capable combination.

You will never "own" software, you can only license it. Photoshop is the best and most highly integrated app for Lightroom. Once you get over the irrational "I wanna own it" nonsense, it's actually very cheap. And you are not likely to find an equal. There are some pretty good titles out there, but none offer the market dominance and corresponding support in the industry.
I love and use On1 with both LR and PS - but it is not a replacement for either. In addition to editing my own work, I also do photo restoration and on occasion, some fashion-level retouching - can't do either with On1.
Kmgw9v Is right, take a look at oN1 2018. A very comprehensive program with lots of training videos. Photoshop Elements is a very good programme but has a major flaw. It works in 16bit until you add extra layers. Then it works in 8bit max. That's OK if you want to use JPEG format but working from RAW captures you are throwing away a lot of data.
Gene 51 is right. oN1 is not yet a replacement for the Adobe programmes but when it's on offer you get permanent use for about seven months rent as a cost comparison. I find the stitching facility in oN1, for making panoramas, gives me better results than Photoshop. The sky details are held better. That means less selective processing for the sky/foreground.
Both Luminar and On1 18 work well as LR plug-ins. They alsowork as stand-alone programs.

I don't understand this problem with an inexpensive subscription fee. How much have to lay down for a camera, lenses, filters and all the other stuff you feel you need. You want to produce a great picture and 10 bucks a month is more than you can bear.
