Perhaps Harris's Hawk? Location - Phoenix area. Taken from far away - sorry it's not sharper.

I’m leaning toward it being a Swainson’s Hawk. If you adjust and lighten the exposure, you can see the distinctive white pattern of the Swainson’s on the underwings.

Agree, but the tail did not appear to have as much banding. I’m only vieing it on a iPhone though.

I am inclined to go with Mitzis calling it a Swainson's. Typically Swainson's have the light, or white, underwing on the leading edge. All other common hawks in the Phoenix area have the lighter color, usually white, on the trailing edge of the underwing. While the banding on the underside of the tail would be nice to see, I think the angle of the shot and the subsequent light may be confusing the issue.
