Text on 2 layers in PaintShop Pro X9

If you are a PaintShop Pro X9 user, perhaps you know the answer to this. I want to write some text on more than one layer so that I can add a large faded ampersand behind two names. However, when I make a new Vector layer and attempt to put in the text, the program goes back to the original layer on which I was adding text. How do I make it stay on the new layer?

I found a tutorial video on dealing with text and discovered that you can actually have items of text separated and editable on the same layer. You just have to do one and check off the "accepted" check mark. Then hit the Text icon again and when you click on your file, another text item is created. Sorry if that sounds a bit convoluted but I think you'll get the drift.
