A better question is how do they keep them up.

That is so stupidly pointless and something I will never understand.
Go ahead and give me all the reasons/explanations you can, and
I will most likely still say that is "STUPIDLY POINTLESS' . . .

Yes, it is stupid, gross etc etc
But from experience I can testify that gang bangers and others who dress this way can't run away very well.
For me it was students when I was on campus duty/patrol what ever you want to call it. I also knew several cops who said they loved it when suspects had their pants like this "They can't run for shit!"

It can also be funny. One boy I was in the process of writing up for dress code violation got summoned to the office on the PA - He grinned, "Guess I can't stay for my referral." then jumped up to leave and snagged his pocket on the desk - pants fell down around his ankles - he was wearing boxers with hearts and cupids in pink and red (his cousin said "Grandma" always gives things like that for valentines day). The whole class, esp the girls just about fell out of their desks laughing. 8th graders - the girls threw in a few comments on fashions etc. I tossed the unfinished referral - that was better punishment that being chewed out by the dean for dress code violations. One girl did suggest I write a new referral for indecent exposure then broke down laughing and asked if anyone got pictures on their cell phone.

I will never understand this "fashion statement". Perhaps his parents never explained the proper use of a belt. My kids wouldn't wear their pants like that, not even on a dare!

Oh, I can understand and agree with your comments above. And, it gets me that
those idiots most often have to use one of their hands to hold their pants up while
walking around, which would also slow them down when they try to run one-handedly.

I often wonder just what kind of comments would come out of their mouths when
asked to explain individually why they are wearing them like that. Oh, well . . .

He's walking on a beach following a young lady in a bikini... He must be either a Hollywood producer or a politician...

Add that his pants are wet which means so are his shoes and socks. Also, he has a very large lens on his camera.

He is a young guy. He's doing it to irritate all the old people (like ourselves), and he's willing to suffer a lot to accomplish that.
When I was that age I could afford a motorcycle which is way more fun than dressing funny, and possibly even more irritating to old people, but perhaps this guy rides motorcycles too. Also, our contemporaries invented rock & roll for some of the same reasons. I still have a motorcycle. The next generation will think of something just as deliberately stupid to irritate this guy when he gets old, we just don't know what that is yet, and this guy doesn't believe that will happen. Or maybe the following generation will respect their elders (don't hold your breath). It's to laugh.

More than one company made/makes pants that have a regular waist with belt, section of "boxers" then fake waist with fake belt in the drooped position. Untucked shirt/jacket cut to hide the upper real waist and belt. One kid had bib overalls that way and another had a full outfit, shirt etc made as one unit/overalls/coveralls.
