Lightroom is the easiest to use, photoshop elements is for when you need real modification. Both can be had as a stand-alone, without the $10 monthly fee. Lightroom is about $145 and Elements can be had for about $80. Sometimes it is on sale for $50. But lightroom will probably be the only program that you will need.
Personally, I can't see spending $10 a month unless I was going to be very serious about it. The stand alone may not be completely updated to the CC version, but I will never notice the difference.

With respect, I disagree. Lightroom is not easy or intuitive. PSE has three levels, quick - totally intuitive, guided and expert. I have a book on LR - 500+ pages, excluding the index. From my perspective and experience, I feel LR has a very steep learning curve. I won't comment on the finances. That is an individual preference. Each has its merits. Not trying to debate, just want to clarify and offer another opinion.
