Exposing

I have a canon rebel xti and I believe it's called over and under exposing but on the LCD screen it has 0,1,2 and 0,-1,-2 but my meter isnt on the meter and when I press the shutter button halfway it shows up blinking but really its not on the main 1 and 2s........
