PSE 14 Floating Windows

I'm trying to get two pictures to open at one time and float in the work-space for Expert. I have checked off both Edit-->Preferences--->General--->Allow floating Documents in Expert and
Window-->Images-->Float in all windows.

The two pictures I select will come up in the work-space but one or the other is active, not both. What am I not doing or doing wrong.

I had no trouble with this feature in PSE 10.

Thanks for the help. It has been frustrating me for the entire time I've been using PSE14!

Not doing anything wrong, just not hitting ALL the buttons:
You've got the preferences set right.
Now open your pictures, and from the menu line, select Window -> Images -> (choose from Cascade, Float in Window, Float all in Windows).
Done!

BTW, The active picture would be the one on top, where the name of the image is in bright white letters.
For the inactive one(s) the image name is greyed out. But a single mouse click will immediately make a picture active.
