I go with #2 as well. The clouds are dramatic and seem to lose something in the B&W version IMO.

In color version foreground needs to be desaturated, blurred and darkened a little bit /IMHO/. Without this changes I prefer B&W.

But I would like to see a little more contrast in the B&W. As posted, the colour is a nicer looking image.

Black and white all the way for me. I think the buildings and the clouds have more prominence than in the color version.
