Both pics are slightly soft, NOT super sharp (lets be honest, please) but what gets me is the strange whitish halo around the backside of the second one. What kind of PP was done here?

It is definitely an Osprey. The picture is almost the same as in the national geographic society field guide to birds. Immature bald eagles do not have white heads.
