Ceiling or bottom of upper floor? Seems like a stupid question to me. If youre inside at your computer, look up and what do you see? Most of the time you will see the ceiling. Unless you live in a condo in one city in California. In that city when you look up you see the under side of the floor above you and not your ceiling. This is only the case if there is someone else living above you.
After the noise got very bad my friend called the city code enforcers. They came out and looked at the ceiling then went up and spoke with the folks living on the 2nd floor. After awhile the inspector come down and said that the folks (2nd floor) were good people. I said that I had never said they were not good, they just make so much noise.
To that the inspector informs my friend that this being America. The folks up stairs can make all the noise they want to 24 / 7, and my friend cant say a word. But if she had, let say her TV up to laud, then the good folks up stairs could file a complaint. Because the noise was going though there floor. And it could become a police matter also.
There is one other point here that needs clearing up. My friend is an American citizen, who father was in the US Army during WW2. The good folks who live above her just came from Russia (they were all that CCCP junk on there shirts).
The condo board refused to get involved (out of fear), to enforce condo rules. So an American citizen gets shafted so a Russian can

Me knows that local noise laws are in effect some places. Normally during the week 10pm is 'noise down' time and weekend around midnight.
