This my take. I think that you have been caught between a rock and a hard place. The crested wave is really dynamic and interesting in its own right. And so is the surfer who, I feel, is shooting out of the picture. I would have preferred to see him moving from the upper right to the lower left.
I realize that it is really difficult to get the perfect shot because the subject matter is so dynamic. In this case would a shorter focal length with higher shutter speed yield a picture that could be be cropped to help resolve this issue? That, or perhaps one could just sit and watch until the "perfect" composition reveals itself.

I have to agree with David in that most pictures of things in motion need room in front of the subject to "have someplace to go". It's a cool shot, just not composed quite right.

It did make a difference. I was able to make an ~ 5 X 15 in panorama type view. Still working it.
It is amazing how much you can learn by the comments.
