PS as painting/photo combiner

I tried this 'doodle' mixing some PS's painting options (with several optional brushes) with a photo. Anyone else tried this?

to do something similar without PS, maybe you could 'paint' something in another (free?) program, save it as a jpeg, then merge it with a photo. i use PS\CS2. does PSE allow any of this kind of thing?

LOVE this! I have pse 10 & I'm wondering if I can even get close to.what you did
