Yes it is up to 25 MB which was not stated in the original email I received regarding the contest but Linda was able to access additional information.

DanielB the original image is 8.7 mb and 5408 x 3600.

Linda when I resized to 4 x 6 aspect it made the data 3000 x 2400 but only 6 MB.

First it doesn't say under it say 25 mb. My camera is a Nikon D850 and I have Lightroom and Photoshop.
