Your quote from of a Wall Street Journal article, claiming a $6.1 billion surplus (and thus solvency) for California, is a hope, a dream, based on projections for the fiscal year beginning July 1, 2018, and certainly not a FACT as... "The governor hopes to avoid the fate of predecessors who left office with big deficits".

However, an IBD research ranking the top 10 Best and Worst states by fiscal condition, published in 2017, is a FACT.

Have you tried:
Settings> my device > Accessibility > Flash notification and turned it off ?

If Flash Notification is not turned on, try turning it on, closing and reopening settings and then turning it off.

Even so, your problems indicate a weak (low voltage) "PRAM" battery problem.
Yes, main batteries run around $100 and are easy to change out. PRAM batteries are cheaper but not so easy to change out. Go to the iFixit.com web site and look up your specific model for illustrated instructions on How To.

Apple uses a proprietary motherboard battery called a PRAM. Replacements seem to run anywhere from $15 to $30.
Accessing the batteries, depending on the MacBook model and year, can be a very involved, multi-step, delicate and time consuming process.
There are lots of YouTube instruction videos detailing How To. Just make sure you search for the exact model number.
Check your local Apple store for total cost of service, it may not be worth your time to Do-It-Yourself.

And Yes, your main battery pack may also be failing and not fully charging when plugged in.

As she stands watching, I'll make a point to change out a lens on what she assumes is the current D7200, fumbling to the point were she sees me 'accidently' drop her camera body perhaps hundreds of feet down to the ground or into the water. I will of course have changed out the D7200 body with an old non-working D40 i just picked up off of EBay for a few bucks -having safely ensconced the D7200 in my bag.

Oh, the look of sheer horror i expect to see on that beautiful face.

Of course being the dutiful dad I am, I will immediately offer up 'my' brand new D810 and the corresponding lenses as a sacrifice for her loss ( which was really for her anyway). I'm just wondering at what point should I hand back the original D7200 and try not to laugh so hard?
