Not sure what others do, but I have never plugged a camera body into a computer (using digital since 2000). I was told to buy a card reader back then and I have done so ever since. I was told that it was possible (unlikely) to damage the delicate electronics of a digital camera body by having electrical charges - static or otherwise - leap into the camera. So even if its BS, I never wanted to take the chance. Never had a file transfer problem and never fried a camera.

It's possible that either the cable or the camera USB port is bad. If you have valuable images on the card then it's best to use a card reader to save those images to the computer first before trying to troubleshoot the problem. Replacing the cable is easy and inexpensive so try that first. If that doesn't work then very likely you will have to send the camera to Nikon for repair.

All the years I have used a 700, I have never used a transfer cable. A card reader is a lot easier to use and if broken is very cheap to replace. Just make sure you activate the "safe to remove card" function on your computer first.

I shoot tethered, D700 into Lightroom, and have found the quality of the cable is important. I now have switched to the USB to Mini cable from Tether Tools and find it to work better than the cheaper cables.

I have used a D700 for several years and transfer the images via a card reader that attaches to my MacBookAir USB port without incident (yet). I have not tried a cable, so have no experience. My guess, however, is that you have a cable issue. Hopefully, you get this resolved quickly.

I use a SanDisk CF / SD card reader instead of the Nikon utility with my D700.
I find it a lot easier.
I also transfer to several PCs for portability and redundancy.

Have you tried loading direct to the internal hard drive.i have found going from one external drive to another is slow. Each device has it own upload speed. You will only go as fast as the slowest device. With that said, are running other programs while down loading? How much ram do you have? What is the connection on the PC usb2 or usb3?
To find the problem plug card in computer check the speed.
2. Connect camera to PC upload to internal drive. Check the speed. Much sure you are not running other programs.
3. Repeat the process with each device. You will find the slow device.
Good luck

Up date- checked file explorer and the D700 is recognized, icon is there. When I try and open in View NX2 there is no D700 folder, went and took another photo and checked again, camera is connected but nothing changed, re-installed Nikon Transfer 1.5 1 nothing again.

I can't spend anymore time on this today, Thanks for your time.

If you see the icon in file explorer can you simply open it there then copy the files to your computer? I know you want to use View NX which I intitially use but found using it for file transfer is a poor way of doing it.

Try View NX-i, the latest version from Nikon.

Make sure 'Transfer New Files Only' is NOT checked in Nikon Transfer 2 because you are repeatedly repeating the download?

Latest version of Nikon Transfer is 2.12.9Try this update instead of 1.5.

After all the updates, if it still doesn't work, you need to try some other way to eliminate the cable being the problem, as has been repeatedly suggested.

I use a card reader to download files from any Nikon camera using CF cards

Mini or micro USB plugs are the most unreliable things on this planet. It is often not the cable, although they pack up frequently, but the sockets. I have had hundreds of these fail (I am in the PC business). If you have been using the cable method for 8 years then my pick would be the socket. Remove the card and try a card reader. If this works then it is the socket on the camera and I would imagine that on an 8 year old camera the cost to repair would be more than the value of the camera. The problem and the difference between plugging in a card or a cable is that cards tend to go straight in evenly because they have a substantial part of their length as a guide. USB plugs don't have this guide bit so are very susceptible to damage caused by insertion and removal by slight sideways movements during the process.
Although it is impractical to leave a cable plugged into a camera all the time on a PC with removable drives you should always leave the cable plugged into the PC and plug this cable into the removable drive housing. It is always cheaper to replace the cable or the drive housing rather than a slogged out port on you computer. I usually try and buy housing with the larger USB ports rather than micro or mini because they always eventually crap out.

Something to check out maybe the Nikon viewer software got corrupted? I have the D700 as well and haven’t had an issue
