I came across a reference to DaVinci Resolve in a youtube video, and downloaded it to give it a try. Haven't really had time to do anything with it, but it appears to be a fully-functioning video + audio editor. It's also free... According to the blurb, the only real limitation in the free version is that it doesn't do 4K video. To get that, you have to upgrade to the Studio version for $299.
Like I said, I haven't done much more than play around with it just yet, but if this thing does half of what they claim, it is probably the steal of the century!
Depending on the the extent you wish to edit, you already have 'Movie Maker' with Windows 10. It's basic but does the job. If you are searching to purchase one, there is "Filmora" @ $39.99 annually or $59.99 Lifetime. For more 'bells and whistles' there is Pinnacle.

There are three groups: free, consumer and pro
Their are about a half dozen common consumer Non Linear Video Editors at $100 or less. They include Cyberlink Power Director, Corel Video Studio, Magix Vegas, Magix Move Edit, Pinnacle and Premiere Elements. They are all good and nobody ever learns all off them well enough to be expert enough to pick a "Best".
(Do not confuse Premiere Pro CC with Premiere Elements. They are so different that they should not share the name!)
My personal favorite is Premiere Elements. It does everything the rest do. The good part is the available levels of third party training. After struggling for a year with video editing, I found a course at Lynda.com on Premiere Elements. Within a week I could make video. Like here at UHH, I check in daily at the Adobe sponsored forum and try to help people learn how it works. There are some true experts there that can put my knowledge level to shame!

In the end, pick any of them and stay focused on it. Don't switch around looking for "best". You will succeed!

If you have Photoshop it will work with video. It's not great for final production but you can use all the filters and then redo the changed video and use a better movie software to generate the final product.
I was able to save an impromptu dance segment from a party. There was hardly any light and all I had was my Nikon so I shot video. PS filters lightened and made it useable.
I have Windows 10 but couldn't locate "Movie Maker". How do I find it?

Windows Movie Maker used to be a very good product, easy to use and full of features, but for some reason when they went to Windows 10 Microsoft bent over and grabbed their ankles. Only logical answer is they wanted to push us to buy some product. They put out the current version with fewer features and it works poorly.

As others have stated, Adobe Premiere would be a good choice; if looking at small Action cams, check out the Olympus TG-Tracker... very cool, Go Pro size with a flip out screen.
Just type into the box on the lower left, Movie Maker. If you have it on board, it will direct you to it. If not, you can download it. As I stated, it's a very basic program, but if movie editing is new to you, it's a great place to start. It will do the job, add titles, transitions music background, control volume and much more.
Just a suggestion. Try it - you might like it:o)
