If you are looking for a reference book, I would recommend Barbara Brundages Photoshop Elements 12: The Missing Manual. This book tells you where to locate tools and features in this program and how to use them. It is a manual (as the title implies).
If you are looking for a book of tutorials, I would recommend Kelby and Kloskowski's The Photoshop Elements 12 Book for Digital Photographers. This book teaches you image-organizing and image-editing skills on a step-by-step basis.
These two books are completely different "entities" but they complement each other. Brundages book gives the basics you need to follow Kelbys tutorials.
