I mean maybe you can, but if your camera and lens have any value it isn't wise. A monopod-with-feet IS useful to steady your camera (and old geezers like us) a bit more than a standard monopod while you are taking that prize-winning shot. Just don't trust it to stand up by itself under all circumstances.
No, I would never use it to hold my camera like a tripod. I just can't tuck my elbows into my body and press my camera against my face without causing some movement. When one gets older, the hands aren't as steady like they used to be, even with a small pancake lens I have issues. I don't always want to use a fast shutter speed either to prevent movement.
