Laying an egg ?

Found this small beetle & upon uploading the image, it appears to maybe be depositing an egg on this leaf...Or maybe just having a movement...LOL

The 'egg' seems to be segmented,perhaps a parasitic fly larva? My thought is that this is not the proper place for a boring (NOT unexciting!) beetle to lay its eggs. Should be in a hole in wood. On the other hand, I don't have a good ID of the bug -- might be a chrysomellid leaf beetle?????
