It wasn't a particular long exposure (1/160 sec) but I think Coot is right, possibly caused by some debris blowing in the wind. It is made more noticeable by the amount of sharpening.

I agree, it's not showing in the foreground, with the flowers and fencing, only out in the open in the grassy area.
