Why is this photo fuzzy and looks clumpy ? Can this be fixed in photoshop ? Looks clear in camera. This is about 1/2 of the frame.

I don't think the flash fired from the looks of it. Did you do a lot of shots that turned out this way.

yes, flash was on a slave and did fire with an orange filter on it. I also used a red flash filter and flash fired each time.

It looks like the motion of the drop got stopped. But when I look at the drop, it looks like the light on it is kind of centered. And not to the right. Did you try turning down the ISO and shutter any? The flash should stop the motion. And maybe a few without the colored filters. Maybe even light the room? Looks like you got noise from a high ISO, but 400 isn't that high.

To know the exact setting (ISO especially) look at the EXIF data.
This is a hard shot to take, the water rebound drop.
I would suggest that you lose the filter and add the color cast afterward, in PP. That would allow you to:
1) drop the ISO
2) control the light better (not that it is bad, at all)
3) adjust the toning.
Also use RAW for this, it will allow you to:
1) greater PP possibilities afterward (Yes, you can shoot for PP)
2) absolutely unbelievable control of color and dynamic range
Use both of these and you have the best of everything.
Colored reflectors would also work for the drop coloring.
Thanks people, I guess I will keep working at it and try different settings. Dang drops are fast, shoot 50 pixs to catch 1 or 2 just at the right height. Lots of luck also.

Agree on the noise comments. That aside, well done.
I used photoshop cs5/ topaz filters/ denoise/ then to star effects.
Kinda a quick play.
Try using food color to add color to the water.
